Underlining text is only used for hyperlinks.
Objectives
Saves the user from clicking on things that aren’t linked.
Possible technical solutions:
Don’t use underlined text for simple text or elements that do not constitute links.
Control methods:
Check that underlined text on the site is always hyperlinks.
