Possible technical solutions:
In order not to perturb page layout, it is recommended that you use the same emphasis mechanism, apart from color for all the different states of a link: normal, visited, hover and active, it is advised for instance not to use bold fonts on hover a text that is not in bold fonts in normal state.
Control methods:
Check that hovering over links does not modify the position of other elements in the page. Check that links do not change size of boldness on hover.
